Does Sisimizi Game Catalog make changes on my windows registry ?
Yes and no. If you use the installation file (.exe), it writes down some uninstall information and the file associations for .sgc files. If you downloaded the archive (.zip) it should not write anything to the registry, unless you hit the "Repair file associations" button on the preferences menu.
